Blue Sky Submissions
The Alliance created this category so that new ideas could be vetted without going through the time requirements governing ballot submissions. Blue Sky submissions are those that have been submitted for consideration and mentoring to be ultimately developed into a true ballot. They may require more work than a regular ballot to prepare them for consideration. Blue Sky submissions are not official ballots. Therefore, they do not come under the purview of the Rules of Governance.
